The MAV100 Catalyst Proposals Build A Path to Sustainability
We are building a template to create a path to sustainability for the Cardano Blockchain. On-boarding people to Cardano requires people learn about how the blockchain works and how it can make their life better. We teach people more than just how telecommunications and cloud data services work. We teach them how to build their own community owned decentralized business and how to build and maintain this critical infrastructure.
Our cooperatives build decentralized World Mobile and Iagon businesses organized on top of the Cardano Blockchain. These businesses support Cardano SPOs and Delegators to the pools get membership in the MBO. MBO membership value is tied to revenue earned by local businesses. The Cardano SPO rewards are used to support local education efforts. We teach community members about collateralized lending, decentralized telecommunications and decentralized data storage/compute. We teach them how the blockchain can be used to organize the community and facilitate the transfer of skills and knowledge creating a sustainable ecosystem. This creates a path that communities can follow to separate from centralized telecom and big data.
Blockchain technology was conceived and designed to protect communities from fiat abusers and to decentralize societal power structures. MAV100 stands for Multiple Attack Vector 100. The measure of the strength of any community is the virtue of the individuals in it. A Society can only allow as much freedom as a critical mass of people in a community can handle. If we are going to decentralize the entities that currently hold power our citizens must be ready to take on that responsibility. Our focus is building our communities one person at a time.
Decentralization means that we lower the barriers to participation in the structures that form our society and allow more people to participate.
Transparency uses the basic nature of the blockchain to store information in a way that anyone anywhere can read at anytime with the right tools.
Immutability is a core attribute of blockchain. Once something is added to the blockchain you cannot go back and alter it or rewrite history. You can always trust you know what actually happened on the blockchain.
Trustlessness means that there are no handshakes and midnight contracts. When you sign a smart contract you know exactly what will happen in any future circumstance. You will be able to accurately predict how our MBOs and cooperatives work and where all of the money will go.
We must fundamentally change how Blockchain is used. We must use it to power education and support the businesses that produce revenue and create commerce that forms our economy and supports the community.
Every Society is formed by 2 things, How we Organize and How we Educate. The Cardano Blockchain is unique in it's stability, immutability, resiliency transparency, and decentralization. Using this as a tool to organize and educate we can decentralize our Society and solve historically unsolvable problems.
We are integrating SPOs into cooperatives that run revenue producing community owned assets. People who delegate will receive community membership tokens that are directly tied to revenue producing assets in the community. We take the Ada generated by our SPO's and pay students of any age to take our courses.

Catalyst 13 Proposals
MAV100 has a comprehensive plan to decentralize our community using solutions based on and developed on the Cardano Blockchain. We are partnered with businesses and schools and we are implementing an integrated framework that will build decentralized community owned businesses using the shared economy framework. We are creating a new MBO model that tokenizes membership and decentralizes both investment and the distribution of revenues. We are creating SPOs that are supported by our businesses and are associated with the local school. The SPO block rewards will be used to fund our learn to earn Learning Management System that tracks student progress on chain. We will utilize Collateralized Lending to reduce sell pressure on Ada and incentivize sustainable business investment.
Our Community Catalyst Templates will be usable by any community to build this framework. Our communities will build:
- A Decentralized Education node using our on chain LMS
- Community owned World Mobile mobile cell and fixed wireless data Services
- Hosted Iagon Decentralized compute and storage nodes
- Multiple SPOs connected to local schools that will be co-located with data center operations
- Local community micro-lending programs using Liquid protocol
These are just the first catalyst proposals. We are going to change the way people look at Catalyst and Intersect budget investments in marketing and adoption efforts. We are going to Decentralize our communities by integrating the Cardano Blockchain into community organization and education systems.
Prop 13 Eco Community Starter Template Summary
This Catalyst Proposal is meant to be a template used by anyone in the Cardano community to build a sustainable Cardano centric business in their community. We are going to prove this model in the city of Chelan, WA. We have started working with that school district to build a school ASB club and we are working with business leaders in the community to integrate business and education following the same template we are building in Leavenworth, WA.
The purpose of this template is to provide the framework for community members to promote adoption and sustainability in their community. This template is a modest starting point and seeks to build a core group of students, parents, and business leaders to form the core community MBO. What you will notice about this template is that there is a lot of work and there is not very much money to do it with. If a community completes the milestones laid out in this template they will have demonstrated commitment requisite of the entrepreneurial spirit they will need to be successful with the Product Template.
If a community succeeds in getting a catalyst grant using this proposal then MAV100 will support their efforts to meet the following milestones:
- 10 community members who have completed the first 6 learn to earn Modules on the Self Driven App
- Data Center Space
- Approximately 50 cores, 384 MB Ram, 72 TB storage
- 1 Cardano Stake Pool
- 1 Cardano Relay
- 1 Midnight Node
- 1 Iagon Node
- 1 World Mobile Air node
- A Wyoming DUNA legal entity with bylaws and founding members.
- 20 Internet Service Customers
On the list of milestones above there is a limited investment in hardware that is essentially fungible and can be used in other communities in the event of failure. The equipment and business services will be purchased using collateralized loans that are taken against the 90,000 Ada that is delegated to their stake pool. 10,000 Ada will be used to bootstrap the learn to earn program
In order to start a decentralized model using the Cardano Blockchain to organize decentralized businesses like World Mobile and Iagon Decentralized compute/storage services you need a core group of community members who can be more than just an employee. They will need to be invented in learning and become independent thinkers. They will need a team with a broad range of skills and determination in order to complete the milestones in this proposal. This proposal puts no sell pressure on Ada. This proposal is fully measurable on chain. This proposal is the beginning of a sustainable model of adoption for the Cardano Blockchain.
Community Product Template: Business Foundations Summary
Once a Community successfully completes the Ecosystem Starter Template it will have a cadre of students and teachers who have skills and knowledge as well as demonstrated organizational talent and demonstrated enthusiasm. It will have a stake pool, data center space, and beginning experience with equipment to be used in starting decentralized businesses. Having successfully met the benchmarks for the Ecosystem Catalyst Proposal the community will be able to take on a Product Proposal.
We will now leverage the Cardano Blockchain and several Cardano Businesses the have created powerful decentralized solutions that make starting a community cooperative possible:
- World Mobile Cell and Fixed Wireless
- Iagon Decentralized Data Storage/Compute
- Liquid Collateralized Lending Protocols.
The budget is simple. Delegate 500,000 ada to the Community SPO. For each customer service the cooperative adds 500 ada unlocks for collateralized lending. For each class a learner using the Self Driven Learning Management System completes 100 ada unlocks. Customer services include Internet service, static wireless services, mobile cell services, hosted Iagon nodes, hosted earth nodes and hosted SPOs/Midnight nodes. As we add more services those will be added to the template. The Cooperative is incentivized to maintain the loans so they can maintain the delegation to the SPO.
The Cooperative will use stable coins gained from lending to buy equipment needed to support our data services and expand our last mile data infrastructure. We will leverage our membership structure to make investing and operations of the cooperative more efficient. We will invest funds primarily into data center hardware, radios and last mile internet service infrastructure, and sales efforts.
These cooperatives are going to build and maintain the infrastructure layer that the decentralized businesses are built on top of. They are going to drive revenues to members and to educational systems that focus on knowledge and skills needed for people who are participating in decentralized business models. Once a Cooperative hits 500 customer services it will have cash flow and move into a place where the next step is to scale. At this point we are going to focus on business organization.
This template is the path to sustainability and mass adoption that Intersect and the Cardano community can use to achieve their full potential. The Cardano Blockchain is a powerful tool that will allow us to organize our communities and facilitate the transfer of skills and knowledge to our kids. This model sustains across generations. World Mobile, Iagon, and Liquid have solutions using Blockchain and decentralized models. We are building a comprehensive business plan to integrate these businesses into communities and a model for the Intersect treasury to support the ecosystem without putting sell pressure on Ada that also integrates with a plan to educate these communities about blockchain and facilitate adoption.
The path to sustainability: The Cardano Blockchain desperately needs a path to sustainability and a path to integration into communities. For there to be widespread adoption of blockchain technology we need to build a basic level of literacy on what we can offer. We must build businesses that generate revenue and those businesses need to support the education of new adopters and users that expand and grow those businesses. Decentralized Web 3 businesses are only going to succeed if they have well trained and knowledgeable MBO members and employees and customers who understand the value of decentralized models.
Learn to Earn Learner/Tutor/Teacher model: The transfer of skills and values requires learners, tutors, and teachers and a framework that decentralizes education. When a learner successfully completes a module they are rewarded in our learn to earn module. They can now help their friend take that course as a tutor and they will again be rewarded. Once someone gets to a certain point they can become a teacher. The teacher participates in helping tutors and learners through the module and is the final arbiter of course completion. All 3 of these partners are necessary and rewarded in our model.
SPOs support Learn to Earn: The Learn to earn system is fueled by the SPOs that run the blockchain. We use the blockchain to build decentralized business models and support community ownership. The blockchain is the infrastructure we build on top of and the tool we use to organize and educate. By using the Ada token in this manner we immediately involve the new users in staking and governance.
Businesses support SPOs: The businesses we build are going to have large data center presences anyways. Telecommunications, Internet, and Storage Compute companies are going to be generating revenue and supporting SPOs will be relatively inexpensive. The businesses will operate and generate revenue and we will directly integrate the transfer of skills and knowledge into the business model using fundamental blockchain operations. Delegators to the Stake Pools will earn rewards in Membership which is a reflection of the success of the businesses. The Ada can then be used to promote adoption and get new learners involved in governance and build a skilled workforce and virtuous citizenry.
Model focuses on transfer of knowledge and relevant skills: Web 3 businesses like World Mobile are going to need a different type of participant than the average employee of AT&T. Decentralized Business models require participants with more entrepreneurial inclination and skill. In addition to basic job knowledge and trade skills students capable of living in a decentralized world need critical thinking skills and the ability to operate independently. While teaching students the core trade knowledge we also build a foundation for independent action.

Our ultimate ambition is to develop a pioneering application that seamlessly integrates the management of a Members Based Organization(MBO) framework for Decentralized Unincorporated Nonprofit Associations (DUNA) as defined by Wyoming State Legislature. This application will operate on the Cardano blockchain, fully compliant with, and implicitly endorsed by, Wyoming state laws.
By establishing this integration, Wyoming will solidify its position as a haven for blockchain-based enterprises offering unparalleled regulatory clarity. This initiative will not only attract businesses seeking a friendly ecosystem but also serve as a beacon, signaling Wyoming's commitment to innovation in governance and business practices. The application will lay down a template for future integrations, potentially covering automated real estate deeds, title insurance, vehicle registration, and insurance, thereby revolutionizing public records and governance.
Cardano is unique in the blockchain space with its truly decentralized consensus mechanism, offering immutability, stability, transparency, and community governance without the centralization risks posed by key holders. This unique blend of features makes Cardano the ideal platform for governmental integration, ensuring that public trust and security are never compromised.
Catalyst 13 Proposal Objectives:
We are seeking a Concept Category grant of approximately 150,000 Ada to form a collaborative working group. This team will include:
- Wyoming state legislators and staff
- Legal experts specializing in blockchain and corporate law
- Accounting and tax professionals
- Business entrepreneurs
- Cardano developers
- Leadership from Cardano's Interoperability and Compatibility Council (ICC)
The group's mission will be to craft an Enterprise R&D proposal for Catalyst 14, focusing on:
- Technical Design Document: Outline the architecture and functionalities of the software application.
- Resource Estimation: Determine the full-time equivalent (FTE) developers needed for project execution.
- Legal Framework: Integrate legal safeguards within the application's design to ensure compliance with Wyoming law.
- Accounting Standards: Embed Generally Accepted Accounting Principles (GAAP) into the application.
- Regulatory Compliance: Design features for state taxation and regulatory adherence.
- Audit Processes: Establish rigorous code, legal, and accounting audit procedures involving Wyoming State auditors and Intersect auditors.
The Path Forward:
This endeavor is complex, involving multiple stakeholders and requiring meticulous coordination. The law crafted by Wyoming for Web3 and blockchain-oriented organizations has set the stage. Now, we aim to take the next crucial step by creating an integrated legal and accounting application that not only ensures compliance and legal certainty but also introduces automated auditing functionalities.
This collaborative project will serve as a landmark in the integration of blockchain technology with government operations, promoting transparency, reducing bureaucratic inefficiencies, and fostering a new era of digital governance.
